COUNCIL MINUTES
City of Harrison
April 1, 2008


Council met in regular session with Mayor Joel McGuire presiding.   Members present included:  Mrs. Deborah Acra , Mr. Tony Burkart,  Mr. Matt Hiatt, Mrs. Judy Kercheval,   Mr. Bill Neyer,  Mr. Jim Robertson, and Mr. Randy Shank.  Mr. Bill Deters, the Law Director, was also in attendance.

The meeting opened at 7:30 p.m. with the Pledge of Allegiance.

Mr. Shank made a motion, seconded by Mrs. Kercheval to approve the Council meeting minutes for March 18, 2008.   Mr. Shank made a motion, seconded by Mrs. Kercheval to approve the Executive Session meeting minutes for March 18, 2008.  Roll Call:  All - yea.

Mrs. Kercheval made a motion, seconded by Mrs. Acra to approve the purchase orders.   Roll Call:  All - yea.

Mayor McGuire along with the Hamilton County Police Association recognized Police Chief Chuck Lindsey for his above and beyond efforts as President of the Hamilton County Police Association for the past three years. He is currently co-chair of the Association’s Dive Team and S.W.A.T. Team.  Mayor McGuire presented Chief Lindsey with the Executive Board’s Service Award for his dedicated service.

Mrs. Kercheval made a motion, seconded by Mr. Burkart to approve an ordinance approving the lease agreement between Maas Enterprise Ltd. and the City of Harrison for the creation and use of a Fire Department Training Center. 
Roll Call:  All - yea.  (Ordinance #21 - 2008).

Mrs. Kercheval made a motion, seconded by Mr. Hiatt to approve an ordinance declaring the necessity of levying an additional tax in excess of the ten-mill limitation and requesting the County Auditor to certify matters in connection therewith. 
Roll Call:  All - yea. (Ordinance #22-2008).

Mr. Hiatt made a motion, seconded by Mr. Robertson to add an item to the agenda regarding the economic development director position.  Roll Call:  All - yea. 

Mr. Hiatt made a motion, seconded by Mrs. Acra to approve an ordinance approving an employment agreement with Jennifer Ekey as the Economic Development Director of the City of Harrison.  Roll Call:  All - yea.  (Ordinance #23 - 2008)

Mayor Report
Mayor McGuire thanked Scout Troop 402 for organizing a canned goods, clothing, and furniture drive for Love, Inc. and the Mayor’s Fund.

Law Director Report
Mr. Deters had no report.

Council - Committee Report
Mr. Neyer reported Storm Water committee members met in March and discussed inequities of the current billing system.  The discussion will continue at the next Storm Water Committee meeting on April 17 at 6:00 p.m.

Mr. Hiatt reported on the following Recreation Commission calendar: May: 18 - Car Show; 17-20-Summer Fun sign-ups, $10 per child per summer ; 26-Memorial Day Parade. ; June: Summer Fun begins June 6 every Tuesday thru Thursday from 9:30 a.m. to 2:30 p.m.  ;  June 13 to August 22 - Friday Night Movies starting at dusk behind the Community Center.;  July: 4th of July Parade and Fireworks. ; Summer concerts July 18, 15, 22, and 29 from 6:30-9:00 p.m. at the Pavilion.;  September:  Citywide Yard Sale/Taste of Harrison, Sept. 6.;  October: Trick or Treat.;  December: Christmas Parade. 
Mr. Hiatt announced the next meeting of the Recreation Commission will be held on April 24 at 7:00 p.m.

Mr. Hiatt reported the Economic Development/Resource Committee is continuing work on the new website design and is looking forward to working with the new Economic Development Director, Jennifer Ekey.

Mrs. Acra reported on the following items from the March 19 Police Committee meeting:  The HPD/OSHP/CPD (Harrison Police Department/Ohio State Highway Patrol/Cincinnati Police Department) Traffic Enforcement Pilot Program was held on March 15 & 16.  The HPD had 83 moving violations, 8 criminal arrests, 1 DUI, and 4 driving under suspension arrests.  The total of all 3 agencies was 615 traffic stops with 436 citations written, 227 warning citations, 19 DUI arrests, 33 driving under suspension arrests, and 11 criminal arrests. ;  The committee reviewed the monthly crash analysis report.;  The committee discussed the Stop Sign Compliance Enhancement Program.  The department has mounted additional signs below stop signs around town at certain intersections to remind drivers to stop and no rolling stops. ; The committee discussed the pre-negotiation meeting for the FOP contract. 
Mrs. Acra announced the next Police Committee meeting will be held on April 16 at 5:30 p.m.

Mrs. Acra announced the Buildings and Lands Committee (City/Township joint version) will meet on April 29. 

Mrs. Kercheval reported on the following items from the Fire Committee:  The Academy of Medicine conducted a site visit for our paramedic program on March 24 and the site was approved.  We will be able to start our program on April 6 with 3 medics each shift, but WESTJAD will still be the primary agency for paramedic service.  ; The new Quint is at Mobilcom for equipment installation.  Next the Quint will be used at the Colerain Fire Tower for more training of our personnel. ;  An interview process was held on March 28 for the lieutenant positions that are currently available within the department.;  The Harrison Fire Department hosted a Swift Water Rescue Class on March 26-30 with 23 students taking part.;  The department also hosted an 8 hour Ice Rescue Technician Class with  4 hours of classroom work and 4 hours of ice practicals.;  Captain Ward attended a 4 hour class on Urban Search & Rescue.; 
Mrs. Kercheval announced the next meeting of the Fire Committee is scheduled for April 22 at 6:00 p.m.

Mrs. Kercheval announced the Law Committee would meet on April 3 at 5:00 p.m. The committee will review the Sign Ordinance.  Mrs. Kercheval announced Judy Kercheval, Jim Robertson, and Carol Wiwi will attend the HB 9 Public Records Act seminar on June 17.

Mrs. Kercheval reported on the following items from March 24 Civil Service Commission meeting: Mr. Westrich gave a presentation on some of the regulations for the commission.; This year the commission will be giving three tests: Open position for Lieutenant in the Fire Department, Firefighter/Paramedic in the Fire Department, and position in the Wastewater Department.  The next meeting of the Civil Service Commission is scheduled for April 28. 
Mayor McGuire reminded city employees they are invited to attend the lunch time meetings.

Mr. Robertson reported the Solid Waste & Environmental Committee completed a grant application with the Coca Cola Co., in conjunction with a national recycling organization, for various types of canister recycling containers.  The committee will know by the end of the month if their grant has been accepted.  
Mr. Robertson provided an update on the Tax Incentive Review for Sekuworks.  The company is now under new ownership and is now a nationally owned company instead of the previously owned family operation.  Sekuworks has a Class 1 security rating for printing, the highest rating for a private company.  The TIR Board and the Hamilton County Development Corporation has agreed to a new one year agreement.

Mr. Robertson announced Harrison Township has not scheduled a "Clean-up" date with Rumpke, so the originally announced date at the end of April is no longer viable.  Mr. Robertson will contact Township Trustee, Bill Noes for additonal information.                                                                              

Mr. Burkart reported the Civil Defense Committee met on March 25 and announced that 16-18 core volunteers will be needed for the Point of Distribution (POD) in case of emergency inoculations in our community.  Committee members will begin work on a table top plan for the POD once Hamilton County finalizes rules for the process.

Mr. Burkart reported the Utilities Committee convened on March 20 and met with two representatives of Duke Energy to discuss outages in our area.  Mr. Marvin Blades will be working with the City of Harrison to communicate our problems to Duke. 

Mr. Vernon Hackworth assisted in answering technical problems and explained the installation of re-closures on the 95 miles of lines and tree trimming should help to reduce power outages.

Mr. Burkart had no report from the Board of Zoning Appeals due to a lack of agenda items from their March meeting.

Mr. Shank announced the Finance Committee will meet on April 23 at 5:00 p.m.  He also announced the tax report shows a 6% increase.  He also reminded residents that April 15 is the tax filing deadline for the City of Harrison and a $25.00 late filing fee is in effect this year.

Mr. Shank reported the Street Committee met and discussed storm water issues.  The committee also discussed setting up three public hearings in May with JMA to discuss street conditions.  The dates will be finalized later this month. 

Mr. Shank announced he will be attending the OKI Annual meeting on May 24. 
Finally, Mr. Shank thanked the Maas Family for their contribution to the city and the Harrison Fire Department. 

There being no further business, Mr. Robertson made a motion, seconded by Mrs. Kercheval to adjourn the meeting.
