City of Harrison COUNCIL MINUTES
April 3, 2007


Council met in regular session with Mayor Gieringer presiding. Members present included: Mrs. Deborah Acra, Mr. Tony Burkart, Mrs. Judy Kercheval, Mr. Joel McGuire, Mr. Bill Neyer, and Mr. Jim Robertson. Mr. Randy Shank was not present. Mr. Bill Deters, the Law Director, was also in attendance.

The meeting opened at 8:00 p.m.

Mrs. Kercheval made a motion, seconded by Mr. Burkart to approve the regular Council meeting minutes for April 3, 2007. The minutes were approved as presented. Mrs. Kercheval made a motion, seconded by Mr. Burkart to approve the Executive Session meeting minutes for April 3, 2007. Those minutes were also approved as presented.

Mrs. Acra made a motion, seconded by Mrs. Kercheval to approve the purchase orders. Roll Call: All - yea.

Mr. Robertson made a motion, seconded by Mr. Shank to approve the February Finance report. Roll Call: All - yea.

Mrs. Acra made a motion, seconded by Mr. Robertson to approve an ordinance to approve current replacement pages to the Harrison Codified Ordinances. Roll Call: All - yea. (Ordinance #7 - 2007).

Mr. Robertson made a motion, seconded by Mrs. Kercheval to add two items to the agenda regarding the approval of two ordinances. Roll Call: All - yea.

Mr. Robertson made a motion, seconded by Mrs. Kercheval to approve an ordinance appointing a Finance Director and setting the rate of compensation for that position. Roll Call: All - yea. (Ordinance #8 - 2007).

Mr. Robertson made a motion, seconded by Mrs. Kercheval to approve an ordinance approving the lease purchase agreement for an Aerial Quint Fire Truck for the City of Harrison Fire Department. Fire Chief Rob Hursong addressed Council to announce that the winning bid for the new Quint came from the Finley Equipment Co./Pierce Manufacturing, Inc. in the amount of $940,114.00. He explained that this bid is approximately $80,000 less than the other bids. Roll Call: All - yea. (Ordinance #9 - 2007).

Mayor Report

Mayor Gieringer thanked Harrison Elementary for donating children’s books from their Scholastic Book Fair sale to the Mayor’s Fund. He also acknowledged Boy Scout Troop 402 as they will be collecting canned goods and nonperishable food items for the Mayor’s Fund on Wednesday, April 4 from 6:00 to 8:30 p.m. outside the Harrison Kroger Store.

Law Director Report

Mr. Deters had no report.

Council - Committee Report

Mr. Neyer had no committee report, but announced the Utilities Committee will hold their next meeting at 4:00 p.m. on April 9 to discuss a new sewer line and the impact of current projects going on in the city with respect to water and wastewater.

Mr. McGuire announced the Street Committee will meet on April 9 at 5:00 p.m. at the Community Center. The committee will discuss the traffic light study.

Mr. McGuire announced that OKI will meet on Thursday, April 5. Finally, Mr. McGuire announced that the Harrison High School Wrestling Team will sponsor a golf outing on June 8 at Circling Hills Golf Course.

Mrs. Acra reported on the following items from the March 21 Police Committee meeting: Lt. Steve Wilson attended a 16 course Taser Instructor Course. The speed trailer is back in service and is being located near various school zones. The Harrison Fire Department inspectors will receive training classes on citation issuance for fire lane violations and will be given the authority to issue citations for those violations. An Auto Accident Prevention Seminar was held on March 30 by the Harrison Police Dept. at Harrison High School for teen drivers in conjunction with the Fire Department, WESTJAD, and the Hamilton County Sheriff’s Office.

Mrs. Acra reported that the Buildings & Lands Committee will meet at their regularly scheduled time on April 24 unless a special meeting is called to review building plans.

Mrs. Acra reported on the following items from the April 2 meeting of the WESTJAD Board: Two new vehicles have been ordered and will be delivered within the next 6 weeks. The Board has hired 6 additional employees. The Board reviewed the schedule for additional open spots and anticipate hiring one to three additional employees. The Board has installed newly purchased computers, ordered new uniforms, and new radios have been purchased as part of the new vehicle package.

Finally, Mrs. Acra thanked the citizens for attending the public hearing held prior to the Council meeting and for their comments and questions.

Mrs. Kercheval reported that the Economic Development/Resource Committee met on April 2 and drafted an ad for the Economic Development Director position. The committee has asked Council to return their comments regarding the ad by Monday, April 9. The committee will bring the final ad to Council for approval. The advertising process for the position is scheduled to begin on April 18. Mrs. Kercheval announced the next meeting is scheduled for April 23 at 4:00 p.m.

Mrs. Kercheval reported that the Main Street Harrison Board met this evening and are working on their plans for the future.

Finally, Mrs. Kercheval also thanked all the citizens who offered comments during the public hearing this evening.

Mr. Robertson also thanked the citizens for attending tonight’s public hearing and remaining for the Council meeting.

Mr. Robertson announced the Finance Committee will meet on April 24 at 5:00 p.m. at the Community Center. Mr. Robertson reported on the following tax report: Deposits for the month of March totaled $211,294.13, including $415.88 in penalties and $50.93 in interest. The JEDD Township share is $1,526.55. Total collections are up 8% for the first quarter from 2006. Mr. Robertson reminded residents that the deadline for filing Harrison City Income Tax is Tuesday, April 17.

Mr. Robertson reported on the following items from the Annual Report from Time/Warner Cable: Our current subscriber base is 1,125 homes of which there are 16.63 cable plant miles within the city. Thirty-four percent of the homes which have access to the cable lines are on the system. The total franchise gross revenue paid into Time/Warner for the year from the city is $1,613,727.81. The franchise fee is 5% which represents $80,663.

Mr. Burkart announced the Harrison Recreation Commission will meet on April 4 at 7:00 p.m. He reminded residents that the Annual Easter Egg Hunt will be held on Saturday, April 7 at 12:00. Mr. Burkart also announced the Annual Kite Flying Contest will be held on Saturday, April 28 at 1:00 p.m. behind the Community Center.

Mr. Burkart announced the Fire Committee will hold their next meeting on April 10 at 5:00 p.m.

Finally, Mr. Burkart reminded residents that the Fire Memorial dedication begins at 10:00 a.m. at the Fire House

There being no further business, Mr. Robertson made a motion, seconded by Mrs. Kercheval to adjourn the meeting. Roll Call: All - yea.
