Council Minutes Archives City of Harrison COUNCIL MINUTES August 21, 2007 Council met in regular session with Mayor Daniel J. Gieringer presiding. Members present included: Mrs. Deborah Acra, Mr. Tony Burkart, Mrs. Judy Kercheval, Mr. Joel McGuire, Mr. Bill Neyer, Mr. Jim Robertson, and Mr. Randy Shank. Mr. Bill Deters, the Law Director, was also in attendance. The meeting opened at 7:30 p.m. with the Pledge of Allegiance. Mr. Burkart made a motion, seconded by Mr. Shank to approve the Council meeting minutes for August 7, 2007. The minutes were approved as presented. Mrs. Kercheval made a motion, seconded by Mr. Burkart to approve the executive session meeting minutes for August 7, 2007. Those minutes were also approved as presented. Mrs. Kercheval made a motion, seconded by Mrs. Acra to approve the purchase orders. Roll Call: All - yea. Mr. Robertson made a motion, seconded by Mr. Shank to approve the July Finance Report. Roll Call: All - yea. Mrs. Kercheval made a motion, seconded by Mrs. Acra to approve an ordinance to amend Section 1505.02 of the Harrison Code of Ordinances. This Section addresses fire lanes and various prohibitions. Roll Call: All - yea. (Ordinance #24 - 2007). Mr. Robertson made a motion, seconded by Mr. Burkart to approve an ordinance authorizing the transfer of funds to the Recreation Capital Improvement Fund. The donated funds will be used to purchase a memorial bench in honor of David Bahner and will be placed in the Biddle subdivision park. Roll Call: All - yea. (Ordinance #25 - 2007). Mayor Report Mayor Gieringer reminded residents that the Harrison Community Center has been designated as a Cool Center during the heat emergency. The Center is open during regular business hours and scheduled evenings as needed. The Mayor thanked everyone who donated canned goods to the Harrison Mayors Fund during the recent Hot Wax concert sponsored by the Harrison Recreation Commission and held at the Martin Marietta Theatre. Mayor Gieringer reported on the following deposits from the July 2007 Mayors Court: City of Harrison - $8632; Treasurer of State - $2023; Drug Cases - $750; Computer Fund - $410; OVI Cases - $215; Interest - $14.71. Mayors Court receipts are down $8059 in comparison to July 2006. Law Director Report Mr. Deters had no report. Council - Committee Reports Mr. Neyer announced the Utilities Committee will meet on September 13 at either 3:00 p.m. or 4:00 p.m.The meeting time will be announced at the first Council meeting in September. Mr. McGuire announced the Street Committee will meet on September 13 after the Utilities Committee meeting. Mr. McGuire reported that OKI met on August 9 and officially approved $509,000 for the State Street improvements project. A field review of the project with ODOT will need to be scheduled by September 14. Mr. McGuire reported that at the next Streets Committee meeting, JMA will present an estimate of the cost for a stop gap measure of 1 inch of new pavement. This stop gap measure to cover until next summer when the actual improvement project begins. Mr. McGuire reported on the Civil Defense table top drill for the flood scenario. Member of the Public Works, Street, Police, and Fire departments provided information and shared their list of responsibilities. This table top drill is a lead-up for the actual live drill scheduled for next spring. Mr. McGuire announced the next Civil Defense Committee meeting will be held on September 19 at 5:30 p.m., preceded by the Safety Committee meeting at 5:00 p.m. Mrs. Acra reported on the following items from the August 15 Police Committee meeting: The 2007 Dodge Charger is in and is being fitted with equipment for service. The new car is replacing Car 104, a 2004 Ford Crown Victoria, which will go to auction. The Harrison Police Department will hold their Open House on Saturday, September 8 in conjunction with Arts on the Avenue. Captain Tremain, Lt. Wilson, and Lt. Mathews completed the ICS 300 on August 10. The departments new probationary officer, Jamie Bastian introduced himself to the committee. The next meeting of the Police Committee is scheduled for September 19 at 6:00 p.m. Mrs. Acra asked about the drawings for the re-design project of the North Conference Room at the Community Center. Mayor Gieringer explained that he believed the drawings for the project are complete. Mrs. Acra offered to have the Buildings & Lands Committee review the drawings at a special meeting on Tuesday, August 28 at 6:00 p.m. Mrs. Kercheval reported the Economic Development/Resource Committee met on August 20 with representatives form the Cincy Partnership USA. They constructed a timeline for doing a telephone blitz campaign with businesses located in Harrison. This is a survey to get feedback from businesses on how the city can help them and how they can help the city. The campaign will take place during the fourth week of October. The next scheduled meeting for the Economic Development/Resource Committee is August 27 at 4:00 p.m. At the meeting the committee members will finalize a draft of a document that they have been working on the past few weeks and have it ready to send to council for their review. Mrs. Kercheval reported the Northern Cincinnati Convention & Visitors Bureau will hold their quarterly meeting on August 29. Mrs. Kercheval and Mayor Gieringer discussed Brad Probsts project and decided to have Mr. Probst attend a council meeting to explain his project. Mr. Robertson announced the Finance Committee will meet at the Community Center on August 23 at 4:30 p.m. along with Kate Kleinfeld to review ongoing financial programs. Mr. Robertson reminded residents that the 2nd Annual Chicken Festival will be held on Saturday, September 8 in conjunction with the Recreation Commissions Citywide Yard Sale. The chicken cook-off is open to everyone along with a $10.00 entry fee. The first place winner will receive $100 and the coveted traveling trophy. The second place winner will receive $50.00. Judging will take place at approximately 2:00 p.m. Mr. Burkart reported the Harrison Recreation Commission Hot Wax concert held on August 18 at the Martin Marietta Theatre was spectacular with over 600 in attendance. Mr. Burkart announced the Recreation Commission will meet on Wednesday, August 22 at 7:00 p.m. Mr. McGuire made a motion, seconded by Mr. Robertson to add an item to the agenda regarding the Trick or Treat schedule. Roll Call: All - yea. Mr. Burkart made a motion, seconded by Mr. Shank to set the annual Trick or Treat for October 31 from 6:00 to 8:00 p.m. Roll Call: All - yea. (The time of the event was approved early due to deadlines for Halloween articles in the Lifestyle magazine.) Mr. Shank announced the Personnel Committee would meet on August 28 at 5:30 p.m. to discuss the annual holiday "turkey drop". Mr. Shank reminded residents to attend the 4th annual Arts on the Avenue in historic downtown Harrison on Saturday, September 8 from 12:00 to 5:00 p.m. There being no further business, Mrs. Kercheval made a motion, seconded by Mr. Shank to adjourn the meeting.
