Council Minutes Archives City of Harrison COUNCIL MINUTES January 2, 2007 Council met in regular session with Mayor Gieringer presiding. Members present included: Mrs. Deborah Acra, Mr. Tony Burkart, Mrs. Judy Kercheval, Mr. Joel McGuire, Mr. Bill Neyer, Mr. Jim Robertson, and Mr. Randy Shank. Mr. Bill Deters, the Law Director, was also in attendance. The meeting opened at 7:30 p.m. with the Pledge of Allegiance. Mr. Shank made a motion, seconded by Mrs. Kercheval to approve the regular Council meeting minutes for December 19, 2006. The minutes were approved as presented. Mr. Shank made a motion, seconded by Mrs. Kercheval to approve the Executive Session meeting minutes for December 19, 2006. Those minutes were also approved as presented. Mr. Robertson made a motion, seconded by Mr. Shank to approve the November 2006 Finance Report. Roll Call: All - yea. Mr. Robert Elsnick, secretary of the Harrison Moose Lodge, addressed Council to thank them and the Harrison community for the warm welcome they have received since opening their lodge. The Moose Lodge organization sponsors college scholarships, programs for needy children and community activities. Mr. Elsnick invited council members to their Open House on January 20 from 4:00 to 7:00 p.m. The first hour of the Open House will be open to the entire community. Mr. Burkart made a motion, seconded by Mr. Shank to nominate Mr. Jim Robertson as Vice Mayor for 2007. Roll Call: All - yea. Mr. Robertson made a motion, seconded by Mr. Neyer to accept the appointments of the 2007 Boards, Bureaus and Commissions per the list, realizing the fact that there is an opening on the Civil Service Commission that will be confirmed at a later date. Roll Call: All - yea. Mr. Neyer made a motion, seconded by Mr. Shank to approve the 2007 Council Committees. (Mr. Shank was added to represent the city at the OKI Board of Trustees meetings. Mr. McGuire stepped down as the city representative since he has been appointed to serve on the Executive Board.) Roll Call: All - yea. Mayor Report Mayor Gieringer thanked everyone who helped with the 2006 Mayors Fund. He thanked those who gave donations, bagged groceries, donated coats, etc. Mayor Gieringer also thanked the council members for a year of fine work in 2006. Law Director Report Mr. Deters had no report. Council - Committee Report Mr. Neyer announced that the Utilities Committee will meet on January 18 at 4:00 p.m. at the Community Center. Mr. McGuire had no committee report. Mrs. Acra reported on the following items from the December 20 Police Committee meeting: The Harrison Police Department received the AAA Silver Traffic Safety Award. The department received a state D.A.R.E. grant in the amount of $17,575. A Citizens Police Academy will be held beginning in late February/early March. Classes will be held weekly and citizens must be at least 18 years of age. The department will again issue "baseball trading cards" with officers pictures beginning in the spring of 2007. Mrs. Acra announced that the next meeting of the Police Committee will be held on January 17 at 6:00 p.m. Mrs. Acra also announced that the Western Joint Ambulance District will hold their organizational meeting on January 3 at 5:30 p.m. Mrs. Kercheval reported that the marketing packets have been printed and are in the process of being delivered to the city. Mrs. Kercheval reminded residents of the Valentine Cards for Troops again this year. The deadline for this project is January 20. Mr. Robertson reported that tax collections for the year totaled $2,749,562.10, which represents a 4.56% increase over last year. Mr. Robertson announced that the Finance Committee will meet on January 9 at 4:30 p.m. at the Community Center. Mr. Burkart had no committee report. Mr. Shank had no committee report.
