City of Harrison COUNCIL MINUTES
July 3, 2007


Council met in regular session with Mayor Daniel J. Gieringer. Members present included: Mrs. Deborah Acra, Mr. Tony Burkart, Mrs. Judy Kercheval, Mr. Joel McGuire, Mr. Bill Neyer, Mr. Jim Robertson, and Mr. Randy Shank. Mr. Bill Deters, the Law Director, was not in attendance.

The meeting opened at 7:30 p.m.

Mr. Shank made a motion, seconded by Mrs. Kercheval to approve the Council meeting minutes for June 5, 2007. The minutes were approved as presented.

Mrs. Acra made a motion, seconded by Mrs. Kercheval to approve the purchase orders. Roll Call: All - yea.

Mayor Gieringer read a proclamation in honor of Harrison High School student Christ Littleton. On June 2, 2007 Chris won the state discus title. He is the first athlete in Harrison High School history to compete in the state finals three years in a row. The Mayor proclaimed July 3, 2007 as Chris Littleton Day in Harrison.

Police Chief Chuck Lindsey addressed Council to introduce the department’s newest officer, Jamie Bastian. Officer Bastian is a graduate of Harrison High School and a 6-year veteran of the Hamilton County Sheriff’s Department. He began his duties as a patrol officer with the Harrison Police Department on June 29. Mayor Gieringer presided over the swearing-in ceremony for Officer Bastian.

Mr. Robertson made a motion, seconded by Mr. Burkart to add an item to the agenda pertaining to the adoption of a resolution. Roll Call: All - yea.

Mr. Robertson made a motion, seconded by Mrs. Acra to approve a resolution authorizing the Police Department toapply for FY 2007-2008 Drug Abuse Resistance Education (D.A.R.E.) Law Enforcement Grants Program. Roll Call: All - yea. (Resolution #5 - 2007).

Mayor Report

Mayor Gieringer invited the community to come downtown for the 4th of July parade beginning at 10:00 a.m. He also noted that the present Parade Committee is stepping down after this year’s parade and invited any organization, business, or individual to step forward and take over for the 2008 parade.

Mayor Gieringer thanked the employees of the Water Department for their work on the outside repairs of the restrooms at the Community Center. The Mayor also thanked the Southwest Ohio Nazarene Camp for sending thank you cards to the Mayor and Council.

Mayor Gieringer reminded residents that the best way to enjoy the 4th of July fireworks is to view licensed professional fireworks exhibitions. He explained that trick and novelty fireworks such as sparklers are inherently dangerous and cause injury as well as fires.

Law Director Report

No report due to Mr. Deters absence.

Council - Committee Report

Mr. Neyer had no report, but announced the Utilities Committee would meet on July 12 at 3:00 p.m.

Mr. McGuire announced the next Streets Committee meeting is scheduled for July 12 at 4:00 p.m. and the Safety Committee will meet on July 18 from 5:00 - 5:30 p.m., followed by the Civil Defense Committee meeting from 5:30 -6:00 p.m. Mr. McGuire reported that he has given each Director a Safety Meeting Log which contains the schedule of numerous safety training topics. He asked that each Director tabulate which sessions need to be completed before the end of the year.

Mrs. Acra reported on the following topics from the July 2 meeting of the Western Joint Ambulance District(WESTJAD): The committee worked on updating the Guidelines of Operation along with the Fire Chiefs. The updates will be passed onto the Law Director for review. The newly purchased vehicles are now in service. The District has hired several new employees with the possibility of additional positions in the future. The committee approved the 2008 budget. They expect to collect over $900,000 this year for the District. Mrs. Acra announced the next WESTJAD meeting is scheduled for October 1 at 5:30 p.m.

Mrs. Acra reported on the following items from the June 20 Police Committee meeting: The department will conduct an Identity Theft Seminar on July 24 for the seniors at the Senior Center. Officer Marvin Gamble graduated from the University of Cincinnati with a Bachelors Degree in Criminal Justice. The department will submit a D.A.R.E. grant application in the amount of $18,000 to supplement the salary of Officer Joe Willig for the time he spends in the schools with the D.A.R.E. program. The Harrison Police Department will conduct an Open House on Saturday, September 8 in conjunction with the Arts on the Avenue in the downtown area. All police command staff will complete the NIMS courses, ICS 300 and ICS 400 in August. The department along with Explorer Post will present bicycle safety courses to city youth in July and August. The committee discussed the possible funding of the Harrison Police Department dispatch fees in the amount of approximately $20,000 upon approval of the Hamilton County Jail Tax.

Mrs. Acra reported the Bike Way Committee met on June 27 with representatives from the Hamilton County Park District, Jennifer Vatter and Bill McCormick of JMA Consultants, Planning Commission member Bill Neyer, Recreation Commission member Mary Roehm, and Township Trustee Tom Losekamp, along with Building & Lands Committee members Acra, Burkart, and Shank. The committee looked at drawings of potential locations as well as funding ideas. The committee has a time frame for what can happen with this idea, which includes development of a comprehensive plan for a bike path and a sequencing plan. Next on the time frame would be an Open House with opportunities for community involvement. The plan would then be sent to City Council and Harrison Township for approval followed by approval from OKI. The Bike Way Committee will meet again in August.

Mrs. Kercheval had no report, but announced the Economic Development/Resource Committee will meet on July 23 at 4:00 p.m.

Mr. Robertson announced there will be a recycling booth at the 4th of July festivities at the Community Center to inform and encourage residents to recycle.

Mr. Robertson announced the tax deposits for June are $213,249.25, which represents a 5% increase from June 2006. He also announced that second quarter estimates were mailed and are due July 31.

Mr. Burkart announced the new squads for the Fire Department are now in service. He also announced the Recreation Commission will show their 3rd summer movie on Friday, July 13 with a showing of Hocus Pocus. The movie will be preceded by a Scary Face Contest. Mr. Burkart thanked LaRosa for again donating pizza to all the movie participants.

Mr. Burkart reminded residents that the Harrison Recreation Commission sponsors many of the 4th of July activities along with assistance from the Moose Lodge. Activities include face painting, clowns, and dunking booth, along with a variety of foods. Finally, Mr. Burkart congratulated Chris Littleton on receiving the State Track Title.

Mr. Shank reported that city employees participated in a Health Fair on June 20 where they took part in discussions about health care insurance. Mr. Shank announced the Personnel Committee will meet on July 25 at 5:30 p.m. Finally, Mr. Shank congratulated Chris Littleton on winning the state track title.

There being no further business, Mrs. Kercheval made a motion, seconded by Mrs. Acra to adjourn the meeting. Roll Call: All - yea.
