Council Minutes Archives COUNCIL MINUTES City of Harrison October 16, 2007 Council met in regular session with Mayor Daniel J. Gieringer presiding. Members present included: Mrs. Deborah Acra , Mr. Tony Burkart, Mrs. Judy Kercheval, Mr. Joel McGuire, Mr. Bill Neyer, Mr. Jim Robertson, and Mr. Randy Shank. Mr. Bill Deters, the Law Director, was also in attendance. The meeting opened at 7:30 p.m. with the Pledge of Allegiance. Mr. Shank made a motion, seconded by Mrs. Kercheval to approve the Council meeting minutes for October 2, 2007. The minutes were approved as presented. Mr. Shank made a motion, seconded by Mrs. Kercheval to approve the executives session meeting minutes for October 2, 2007. Those minutes were also approved as presented. Mrs. Acra made a motion, seconded by Mrs. Kercheval to approve the purchase orders. Roll Call: All - yea. Mr. Robertson made a motion, seconded by Mr. Shank to approve the September Finance Report. Roll Call: All - yea. Mayor Report Mayor Gieringer reported the following totals from the September Mayor’s Court: City of Harrison - $10,355 ; Treasurer of State - $2046 ; Drug Cases - $310 ; Computer Fund - $420 ; OVI Cases - $430 ; Expungement Fees - $100 ; Interest - $20.26. Mayor’s Court receipts are down $6904 in comparison to September 2006. Mayor Gieringer thanked the American Federation of Riders for sponsoring their annual Toy Run held on October 6 to benefit the Harrison Mayor‘s Fund. All toys collected at the run are distributed at Christmas directly to the children who are in need in the Southwest Local School District. The Mayor also thanked the American Legion for sponsoring the event along with the Buffalo Southwest Cafe for their toy donation. The Mayor also offered his thanks to the Harrison Police Department, Hamilton County Sheriff’s Office, and the Lawrenceburg and Greendale Police Departments for their assistance with the toy run. Mayor Gieringer offered his thanks to all the following for their assistance and support in the 15th Annual Mayor’s Fund Golf Outing held on October 13: The 51 hole sponsors, 46 cart sponsors, and 31 golf teams that participated. ; Ollie Roehm and The Harrison Press for sponsoring the outing again this year and the Grand Oaks Golf Course for hosting the event. ; Coke and Jenny Powers, Jim Lane, Mark and Jeanette Dole, Jim and Diane Greibel, Teri Hannon, and Matt Callan for organizing the event. All proceeds for the golf outing go to purchasing gift cards to local stores for families to buy groceries at Christmas time. This is a hug undertaking since the Mayor’s Funds helps over 200 families each year. Mayor Gieringer announced the Annual Community Coat Drive begins November 5. Drop off locations are the Harrison Community Center, Whitewater Township Community Center, Crosby Township Community Center, St. John the Baptist Church, Church on Fire, and O’Charley’s. Please bring your new or clean gently used coats to one of these locations. If you are in need of a coat you can stop by the Harrison Community Center during normal business hours. Mayor Gieringer reminded residents to vote on November 6. Law Director Report Mr. Deters had no report but announced there was a request for an executive session for personnel reasons. Mrs. Kercheval made a motion, seconded by Mr. Shank to enter into an executive session for the purpose of discussing matters pertaining to personnel issues. Roll Call: All - yea. Council - Committee Reports Mr. Neyer reported the Harrison Planning Commission held a public hearing prior to their October 9 commission meeting. The public hearing was for the Miami Trace Planned Unit Development(PUD). The commission had several questions concerning the development and several issues left with the developer to resolve. During the regular Planning Commission meeting, Best Western Hotel was brought up for a comprehensive review. There were no representatives from Best Western present, so the review was tabled due to questions and concerns from commission members. The commission has scheduled a working session for large lot zoning on November 13 at 5:30 p.m. This is a working session for members and even though the public is invited to attend, the commission will not be seeking public input at this time. The commission discussed the zoning map and they have one issue left to be resolved before approval. Mr. Neyer reported at the October Utility Committee meeting, members discussed the wastewater line to be placed along Dry Fork Road. Questions concerning the placement of the line came into question and the major reasons why the present location was selected was due to topography and depth of the line and the other side of the road is better served for the water line. The project is not scheduled to take place until sometime in the first or second quarter of 2008. The committee also received an update on all the current water and wastewater projects. Mr. Neyer announced the next Utility Committee is scheduled for November 8 at 3:00 p.m. Mr. McGuire reported at the October Street Committee meeting, members reviewed the bids for the State Street improvement project of a one inch "stop gap" measure. The lowest bid by Barrett Paving was $76,794.44. The committee asked the engineers to make sure the bid was in compliance with the bid specifications and the engineer confirmed that it is. Mr. McGuire made a motion, seconded by Mr. Neyer to add an item to the agenda regarding the "stop gap" measure on State Street. Roll Call: All - yea. Mr. McGuire made a motion, seconded by Mr. Shank to approve an ordinance approving Barrett Paving as low bidder on the State Street improvements and authorizing the Mayor to enter a contract with Barrett Paving in an amount cost not to exceed $76,794.44. Roll Call: All - yea. (Ordinance #33 - 2007). Mr. McGuire reported the project should be started within the next two weeks. Mr. McGuire announced the next Street Committee meeting will be held on November 8 at 4:00 p.m. following the Utility Committee meeting. Mr. McGuire reported he attended an OKI Federal Transportation Program Training session on October 16. The three programs include sessions on making transportation assistance for low income residents, the elderly, and emergency medical services. Mr. McGuire announced the next Civil Defense Committee meeting is scheduled for October 17 at 5:30 p.m., preceded by the Safety Committee meeting at 5:00 p.m. Mrs. Acra reported on the following training notes from the Harrison Police Department: Lt. Wilson attended an 8 hour class on BMV Auto Accident Electronic Reporting requirements. ; Chief Lindsey attended a 16 hour School Shooting/Violence Seminar. ; Officer Willig attended a 16 hour Search & Recovery Course; and Officers Sak and Gamble are attending a 24 hour course on Commercial Vehicle Enforcement Measures. Mrs. Acra announced the next Police Committee meeting will be held on October 17 at 6:00 p.m. Mrs. Acra announced the following committee meeting times: The Harrison Bikeways Committee will meet on October 23 at 6:00 p.m. ; The Buildings & Lands Committee (with Harrison Twp.) will meet on October 30 at 6:30 p.m. ; The Western Joint Ambulance District will meet on November 13 at 5:30 p.m. Mrs. Kercheval reported the Economic Development/Resource Committee is working with Cincy Partnership on the Business Blitz which is scheduled to begin on October 22. The committee is also continuing work on the Economic Development Director position. The next meeting of the Economic Development/Resource Committee is scheduled for October 22 at 4:00 p.m. Mrs. Kercheval reported the Building Doctor of the Ohio Historic Preservation Office will hold a free clinic with owners of old buildings on October 25 and 27 at the American Watchmakers Institute. Mr. Robertson reported the Finance Committee met on October 16 and is close to presenting a budget for Council’s approval in the near future. Kate Kleinfelder, bond counselor was in attendance and discussed financing for the Dry Fork Road sewer project. Mr. Robertson referred to a letter from ICRC explaining they have added additional high definition channels including the Food Network and HGTV. Mr. Robertson reminded residents The Harrison Press will presents a Candidate’s Forum for mayoral and council candidates on October 25 at 7:30 p.m. The forum will be broadcast live along with the following replay dates: Saturday, October 27 at 10:00 p.m., Sunday, October 28 at 5:30 p.m., Monday, October 29 at 10:30 p.m., Wednesday, October 31 at 9:00 a.m., Sunday, November 4 at 1:30 p.m., and Monday, November 5 at 11:30 a.m. Mr. Burkart announced the Fire Committee will meet on October 17 at 5:00 p.m. The Harrison Recreation Commission will meet on October 24 at 7:00 p.m. to bag candy for Halloween. Mr. Shank had no report, but announced the Personnel Committee would meet on October 24 at 5:00 p.m. There being no further business, Council entered into an executive session. ATTEST: Daniel J.
