COUNCIL MINUTES
City of Harrison
October 2, 2007


Council met in regular session with Mayor Daniel J. Gieringer presiding. Members present included: Mrs. Deborah Acra , Mr. Tony Burkart, Mrs. Judy Kercheval, Mr. Joel McGuire, Mr. Bill Neyer, Mr. Jim Robertson, and Mr. Randy Shank. Mr. Bill Deters, the Law Director, was also in attendance.

The meeting opened at 7:30 p.m. with the Pledge of Allegiance.

Mr. Shank made a motion, seconded by Mr. Burkart to approve the Council meeting minutes for September 18, 2007. The minutes were approved with one correction.(Page 1, Change Meyer to Neyer).

Mrs. Kercheval made a motion, seconded by Mrs. Acra to approve the purchase orders. Roll Call: All - yea.

Mr. Robertson made a motion, seconded by Mr. Shank to approve a resolution accepting the amounts and rates as determined by the Budget Commission & authorizing the necessary tax levies and certifying them to the County Auditor.
Roll Call: All - yea. (Resolution #10 - 2007).

Mr. Neyer made a motion, seconded by Mr. Shank to approve an ordinance approving a proposal for the design of the waterline on Dry Fork Road and West Road. Roll Call: All - yea. (Ordinance #30 - 2007).

Mr. Burkart made a motion, seconded by Mr. Neyer to approve an ordinance to approve a construction contract with R.B.Jergens Contractors, Inc. for the New Haven Road Improvements. Roll Call: All - yea. (Ordinance #31 - 2007).

Mr. Robertson made a motion, seconded by Mr. Shank to approve a resolution authorizing the Mayor to make application for fiscal year 2008 state Capital Improvement Program funds and if funds are awarded to execute grant agreements on behalf of the city. Roll Call: All - yea. (Resolution #11 - 2007).

Mr. Burkart made a motion, seconded by Mr. Neyer to approve an ordinance approving a proposal for the design of the Greater Harrison Bikeway Plan.(The ordinance will be amended to read Harrison Township in Ohio, not Harrison Twp. in West Harrison, IN). Roll Call: All - yea. (Ordinance #32 - 2007).

Mayor Report

Mayor Gieringer reported on the following totals from the September Mayor’s Court: City of Harrison - $8621; Treasurer of State - $1785; Drug Cases - $60; Computer Fund - $345; OVI - $330; Interest - $19.00. Mayor’s Court receipts are down $8861 in comparison to September 2006.

Mayor Gieringer thanked the 1st Presbyterian Church for their donation of canned goods to the Harrison Mayor’s Fund during their Sunday Food Pantry.

The Mayor reminded residents of the Mayor’s Fund Golf Outing scheduled for Saturday, October 13 and held at the Grand Oaks Golf Course. The $65.00 fee includes a golf cart, 2 drink tickets, and a fried chicken dinner. Door prizes and an auction will follow the dinner.

Mayor Gieringer asked Council to set two public hearing dates for October 16 for the Community Development Block Grants.

Mr. Neyer made a motion, seconded by Mr. Robertson to add an item to the agenda regarding the scheduling of a public hearing. Roll Call: All - yea.

Mr. Neyer made a motion, seconded by Mr. Robertson to set two public hearing dates for October 16 at 7:10 and 7:20 p.m. for the Community Development Block Grants. Roll Call: All - yea.

Law Director Report

No report.

Mr. Robertson made a motion, seconded by Mrs. Kercheval for the purpose of discussing matters pertaining to personnel, litigation, and potential real estate.
Roll Call: All - yea.

Council - Committee Report

Mr. Neyer announced the Utility Committee will meet on October 11 at 3:00 p.m. to discuss the water/waste water line on Dry Fork Road and an update on current projects.

Mr. McGuire announced the next Street Committee meeting will be held on October 11 at 4:00 p.m. He also announced the Safety Committee would meet on October 17 at 5:00 p.m., followed by the Civil Defense Committee meeting at 5:30 p.m.

Mr. McGuire reported OKI will sponsor three federal funding transportation training programs on October 16 beginning at 10:00 a.m. On October 17 OKI will sponsor training for the local update of census addresses from 9:00 a.m. to 2:00 p.m.

Mrs. Acra announced the Police Committee will meet on October 17 at 6:00 p.m.

Mrs. Acra reported on the following items from the Bike Path committee meeting held on September 25: The bikeway has been named the Greater Harrison Bikeway. JMA will work on a logo that will be used to identify the committee in mailings and on the bikeway itself. The committee reviewed the general plan. The next meeting of the Greater Harrison Bikeway Committee is scheduled for October 23 at 6:00 p.m. At that time the committee will try to identify civic groups and organizations that find interest in the bikeway path.

The first phase of the bikeway will begin on State Street.

Mrs. Acra announced the Western Joint Ambulance District(WESTJAD) meet on October 1. At that time the district approved a resolution accepting the amounts and rates as determined by the budget commission. At the next meeting, WESTJAD will discuss the guidelines of operations.

Mrs. Kercheval announced the Economic Development/Resource Committee will meet on October 22. The committee continues to work on the community "Business Blitz" and the economic development director position.

Mr. Robertson announced the next meeting of the Finance Committee is scheduled for October 9 at 4:30 p.m. to begin work on the budget. Mr. Robertson reported the tax deposits for September totaled $235,715.46, including $1569.02 in penalties and $172.50 in interest along with $3756.93 for the JEDD.

Deposits are up 8% in comparison to September 2006. Mr. Robertson reminded residents the 3rd quarter estimated tax payments are due October 31.

Mr. Robertson announced that during the first period of 2007, the city of Harrison achieved a 7.06% increase recycling rate, which resulted in a check to the city in the amount of $4187.39 based on total tonnage for that period. Mr. Robertson reminded residents there is a multipurpose recycling bin at the red barn on State Street. The bin will be moved to the Community Center in the near future.

Mr. Robertson announced The Harrison Press will again conduct a candidate forum on October 25 in Council Chambers. He also announced the Hamilton County Veteran’s Parade will return to Harrison on November 11. Both candidates forum and parade will be broadcast by ICRC.

Mr. Robertson reminded residents the Relay for Life Dance will be held on Saturday, October 6 from 7:00 p.m. to 11:00 p.m.

Mr. Burkart reported on the following items from the September 19 meeting of the Fire Committee: The committee reviewed the budget and approved it to be forwarded to the Finance Committee. The EMS billing to date is $213,600. The entire 2006 total was $214,200. A lieutenant in the department is awaiting the pension board decision on his pension. He is unable to fight fires due to a heart condition. One firefighter was placed on light duty due to a knee injury. In the past years the department has contracted out the painting of fire hydrants. Between 2003 and 2006 it cost an average of approximately $42 per hydrant. The department budgeted $2500 to $3500 a year to have some of the hydrants painted. This year the fire chief and the utility director hired two students to paint all the hydrants for a cost of $4400, saving the city $24,000. Mr. Burkart reviewed the August Fire Department Monthly Report.

Mr. Burkart reported on the following items from the September 26 meeting of the Harrison Recreation Commission: The commission is still looking for ideas for a junior high program. The September Citywide Yard Sale was a great success. The commission will bag candy for the upcoming Halloween Trick or Treat during the October 24 meeting scheduled for 7:00 p.m.

Mr. Shank reported the Personnel Committee will order turkeys this week for the employ holiday "turkey drop".

There being no further business, Council entered into an executive session.
