* Licensed by the Ohio Department of Health and OEPA to perform treatment related lab analyses. This department is responsible for the monthly billing of approximately 3,500 active accounts. The department is also responsible for utility bill collections, responding to delinquent accounts, issuance of shut off notices and development of daily work orders for water system maintenance personnel. Generally speaking, the public may have only two regular contacts with any department of the City: The first contact is with the Water Meter Reader and the second contact is with personnel of the Billing Department. Programs There are various OEPA programs and one USEPA program associated with the Water and Wastewater Departments. In the Water Department the primary program is the Cross Connection Control/Backflow Prevention Program. OEPA requires the Water Department to establish, maintain and operate a program to reduce the potential for the back-siphonage of contaminates into the distribution system which could occur during periods of a depressurization that could occur during main breaks or major fires. The program requires the inspection of industrial and commercial sites to determine if a backflow device is required and annual inspections to determine that these devices are properly maintained. There are currently 325 backflow devices in use in the City. Two programs are associated with the Wastewater Department: the Industrial Pretreatment Program and the USEPA 503 Biosolides Program. The Industrial Pretreatment Program requires the issuance of discharge permits by the Department to affected local industries, quarterly sampling and monitoring by Department personnel for compliance with their respective permits. The 503 Biosolids Program requires sampling, quarterly and annual reports and proper solids handling in the plant to prevent NPDES Permit discharge violations that could arise if biosolids are not removed properly. Both programs are subject to on-site inspection from OEPA or USEPA. The Water and Wastewater Departments are subject to the requirements of the Safe Drinking Water Act for water supply and the Clean Water Act for wastewater treatment as well as a plethora of other rules and regulations. Each Department has numerous reporting and sampling requirements, established limits and criteria that cannot be violated. OEPA issues the permit to discharge water to the City annually and USEPA in conjunction with OEPA issues the NPDES permit to the City which permits the discharge of treated wastewater to the Whitewater River. The NPDES Permit is generally issued for a five year period. The current NPDES Permit expires June 30, 2008.
